Declaration of Commitment to the


CHELMSFORD PARISH & TOWN COUNCILS' CHARTER

The new Charter, finalised in April 2010 after consultation with local councils, is described as a mutual agreement between the Borough Council and the Parish and District Councils. The Charter acknowledges the importance of Parish and DistrictCllr Berlyn signs the Declaration for Danbury Parish Council, watched by Cllr Roy Whitehead Councils as the level of government closest to local communities, and provides a framework to enable local councils and the Borough Council to work more closely together for the benefit of residents.

At a ceremony on 14 July 2010 representatives of the Borough Council and the Chairmen of several local councils met together to sign the Declaration of Commitment to the Charter. Attending on behalf of Danbury Parish Council were the Chairman, Cllr Stuart Berlyn, and the Parish Clerk, Mrs Margaret Saunders.

At the appropriate time, Cllr Berlyn signed the Declaration on behalf of the Parish Council. The signatories representing Chelmsford Borough Council were Cllr Roy Whitehead, Leader of the Council, and Mr Steve Packham, Chief Executive.

Council Chairmen with Borough Council Leader Cllr Roy WhiteheadUnder the terms of the Charter, the Borough and local councils agree mutual undertakings in a number of areas. These include information and communication, consultation and joint governance, practical support and training, and sustainability and planning.

Councils have been asked to provide feedback on the working of the Parish Charter, which will be reviewed on its first anniversary and then at four-yearly intervals.
