Minutes of the Meeting held on 18 December 2006 at 8.00pm in the Parish Office

Public Question Time

No members of the public were present.

 

186 Apologies for absence

Apologies were received and accepted from Cllr S Berlyn.

 

187 Declarations of Interest

Members were reminded that they must declare any personal or prejudicial personal interests they knew they might have in items of business on the agenda.

Cllr Thomson declared a prejudicial personal interest in the application at 10 Hyde Lane (06/02418/FUL) by virtue of living opposite the site.  He subsequently withdrew from the meeting while the item was discussed.

Cllr Wood declared a personal interest in the application at 6 Runsell Close (06/02353/FUL) by virtue of being acquainted with the owner.

 

188 Minutes

The date of the meeting for which minutes were approved under minute 171 was corrected to read 20th November 2006.

RESOLVED: that, with the amendment noted above, the minutes of the meeting held on 4th December 2006 be approved and signed as a correct record.

 

189 CBC Planning applications and decisions

Planning Applications were considered and responses agreed.

When application 06/02418/FUL (10 Hyde Lane) was to be discussed Cllr Thomson again declared a his prejudicial interest and withdrew from the meeting.  He was recalled to the meeting after the Committee’s response to the application had been determined.

No planning decisions were reported.

RESOLVED: that the responses to planning applications shown in Appendix A be submitted to Chelmsford Borough Council, and that none of the these applications need be referred to the local Ward Members;

 

190 CBC Planning Committee  

Members noted that the agenda for the meeting to be held on 19th December 2006 contained no items relating to Danbury.

 

191 Work to trees There were no items to consider.

 

192 Danbury Planning Framework

The Chairman reported that he had sent some of the information needed for the Sustainability Appraisal to Derek Stebbing at CBC.  He did not expect to receive a response until the new year.

 

183 Correspondence

a) 06/02135/FUL: 57A Main Road (Funeral parlour): Two further letters of objection to this application had been received/copied to the Parish Council.  (In total three residents had written).

b) 06/02153/FUL: Land at Colemans Lane (Stabling for horses): Four further letters had been copied to the PC objecting to this application.

 

194 Enforcement   No matters were raised.

 

195 Matters for report (for information only)

Mr Alexander informed the meeting that a notice on the former Unwins premises at Stratford House, Maldon Road, indicated that a Turf Accountant’s business would open there in the new year;

Cllr Thomson indicated that he wished to attend the planning training seminar at CBC on 17th January 2007.

 

196 Forthcoming meetings

8th and 22nd January 2007

 

Business having been concluded, the Chairman wished everyone the compliments of the season and closed the meeting at 9.50pm.

1. We have concern at the proximity of the proposed vehicle entrance to the nearby blind crossroads;
2. Whilst we note that there are two other two-and-a-half storey dwellings on either side of the proposed development, we feel that, if approved, the proposal will significantly increase the urbanisation and built feel of this predominantly rural neighbourhood;
3. Should the application be approved, please ensure that the Oak tree, T9, is properly protected from any aspect of the development, with particular regard to the new driveway.  (No representations)
