Minutes of the Meeting held on 6 November 2006 at 8.00pm in the Parish Office

Public Question Time

No members of the public attended.

 

140 Apologies for absence

All members of the Committee were present.

 

141 Declarations of Interest

Members were reminded that they must declare any personal or prejudicial personal interests in any items of business on the meeting’s agenda.

 

142 Minutes

RESOLVED: that the minutes of the meeting held on 23rd October 2006 be approved and signed as a correct record.  There were no matters arising.

 

143 Planning applications and decisions

Two applications were considered and responses agreed as shown in Appendix A.  No representations had been received.  A number of Planning decision notices was received.

RESOLVED:

a) that the responses to planning applications shown in Appendix A be submitted to Chelmsford Borough Council, and that neither of the these applications need be referred to the local Ward Members;

b) that the planning decisions shown in Appendix B be noted.

 

144 CBC Planning Committee

a) Telecommunications Tower, Little Baddow Road: (06/01870/TELFUL and 06/01872/TELFUL): Cllr Keeler attended the meeting on 31st October on behalf of the Parish Council.  The first application, to lift the condition limiting the number of antennas, had been refused.  The second application, to install further antennas despite exceeding the limit, was approved.

Cllr Keeler reported that CBC officers had recommended retaining the limit in order to maintain an element of control, eg of the diameter of the dishes installed.  In support of allowing the additional antennas, officers pointed out that Government policy supported mast-sharing; that an appeal against refusal of permission was likely to be upheld; that a proliferation of smaller towers would be unsightly and would not result in the existing towers being removed.  Cllr Keeler also reported that there was apparently no upper limit applied to antennas on the Water Tower mast.

b) Wind turbine at Sandon Park & Ride:(06/01804/FUL): Cllr Keeler reported that other parish councils had, like Danbury, suggested that the turbine be located at the rear of the site away from the main road.  CBC claimed, however, that alternative positions would be more visible from surrounding areas.

Cllr Keeler was thanked for attending the meeting and for his report.  No further Planning Committee papers had been received.

 

145 CBC Planning Familiarisation Day – 18th October 2006

A report by the Clerk was received and noted.  Cllrs Allen, Berlyn and Keeler, who had attended the seminar, agreed that it had been useful but would have preferred to spend less time on the Local Development Framework and more on other matters, such as the operation of delegated powers.  The original plan for the day had included time spent shadowing a planning officer, and members agreed that this should be followed up.

CBC had requested feedback on its planning decisions, and the Committee agreed that this would be useful, particularly where the Parish Council had raised strong objections.

RESOLVED:

i) that arrangements be made with CBC for those members who wished to do so to spend time shadowing a planning officer;

ii) that the Assistant Clerk bring to the next meeting a list of past applications on which members may wish to provide feedback to CBC;

iii) that at future meetings appropriate applications be flagged up by the Committee for feedback when building work was completed.

 

146 Danbury Planning Framework

The Chairman confirmed that the meeting with Derek Stebbing to discuss the Framework document would take place in the Parish Office on the morning of Wednesday 15th November.

 

147 Work to trees

No items had been received.  Following concerns raised by Cllr Keeler, the Committee agreed to monitor future applications for work to trees to ensure that pruning was not excessive and that trees were not felled without good cause.  If necessary, additional information would be sought from CBC.

 

148 Correspondence

The following items were noted:

a) Stratford House, Maldon Road (06/01914/FUL): copy of a resident’s letter to CBC objecting to the proposed takeaway;

b) Southwood Chase: further correspondence between a resident and Keith Holmes, CBC Development Manager.

 

149 Digital Projector

The demonstration of a Nobo projector arranged for Wednesday 8th November had been cancelled by the representative.  The demonstration was now scheduled for 11am on Wednesday 15th November 2006.  All members of the Committee were welcome to attend.

 

150 Enforcement

There was nothing further to report on on-going matters, and no new items were raised.  The pizza sign had not been removed from the Bakers Arms.

 

151 Matters for report (for information only)

Cllr Thomson reported that he had represented the Parish Council at a meeting regarding the reopening of the Royal Oak quarry.  Work was due to start again in 2007.  Further details would be referred to the Environment Committee.

 

152 Forthcoming meetings – Autumn 2006

20th November, 4th and 18th December.
