Minutes of the Meeting held on 23 October 2006 at 8.00pm in the Parish Office

Public Question Time

No members of the public were present.

 

127 Apologies for absence

Apologies were received from Mr P Watts.

 

128 Declarations of Interest

Members were reminded that they must declare any personal or prejudicial personal interests in any items of business on the meeting’s agenda.  Cllr Allen declared a general interest in the application at Wildfell, Southview Road, by virtue of living in the same street.

 

129 Minutes

RESOLVED: that the minutes of the meeting held on 9th October 2006 be approved and signed as a correct record.  There were no matters arising.

 

130 CBC Planning applications and decisions

Applications were considered and responses agreed.  At the appropriate time a letter from a resident was considered in relation to 06/02002/FUL (Wildfell, Southview Road).  The resident wished the Council to request the inclusion in any planning approval of clauses regarding acceptable working hours and noise levels.  In discussion the Council agreed that these matters were important for all building works and should be included in the conditions for all approvals.

RESOLVED:

a) that the responses to planning applications shown in Appendix A be submitted to Chelmsford Borough Council, and that none of the these applications need be referred to the local Ward Members;

b) that CBC be asked to include conditions in future planning approval notices requiring compliance with regulations and Borough Council guidelines on acceptable working hours and noise control;

c) that the planning decisions shown in Appendix B be noted.

 

131 CBC Planning Committee

a) Telecoms tower, Little Baddow Road (06/01870/TELFUL and 06/01872/TELFUL): The Committee noted that these applications were due to be determined at the Planning Committee meeting on Tuesday 31st October. Cllr Keeler would be attending to represent the Parish Council;

b) Takeaway shop, Stratford House, Maldon Road (06/0): The Committee noted that in view of local objections Cllr Ian Wright had arranged for this application to be determined by the Borough Planning Committee.  After discussion, Cllr Allen offered to attend on behalf of the Parish Council if he was able.

 

132 CBC Local Development Framework (LDF): First Review of Local Development Scheme Project Plan

The Committee noted that this review, covering the period 2006–2009 had been received with papers for the CBC Cabinet meeting on 17th October.  Danbury Planning Framework was not included in the schedule of LDF documents.  However, Derek Stebbing, CBC Planning Policy Manager, had arranged for the document to be added in a supplementary agenda paper, a copy of which had been received in the Parish Office.

 

133 Danbury Planning Framework

The Chairman reported that the discussion meeting with Derek Stebbing, which should have taken place on 18th October, had been rescheduled to Wednesday 1st November at 2pm in the Parish Office.

 

134 CPRE Workshop on Local Development Frameworks

Cllr Keeler reported on his attendance at the Workshop held at Huntingdon on 5th October.  The morning sessions had been interesting, with good speakers who had stressed the importance of Parish Councils taking every opportunity to comment on LDF documents.  CBC had been mentioned as an example of good practice in the consultation process.  However, delegates had expressed scepticism about the impact of consultations on the outcomes.  In the afternoon Cllr Keeler had participated in the Environmental Protection workshop but had been less impressed with this part of the day.  The conclusions of the workshops were due to be published on the internet.  Cllr Keeler was thanked for attending the meeting and for his report.

 

135 Trees

Applications for work to trees were considered, including one which had arrived too late for inclusion in the agenda but for which comments were required urgently.  Responses were agreed.  A new Tree Preservation Order was received.

Cllr Keeler raised concerns about recent proposals to fell Oak trees and felt that the Parish Council should monitor such applications.  It was noted that a recent proposal to fell two Oaks had been refused by CBC (06/05153/TPO).

RESOLVED:

a) That responses to applications for work to trees be submitted to CBC as shown in the attached appendix C;

b) That new TPO 2006/73, at 12 Millfields, Danbury, be noted.

 

136 Correspondence

The following items of correspondence were noted:

a) Copy of a resident’s letter to CBC objecting to the proposed Takeaway shop at Stratford House (06/01914/FUL);

b) Letter and copy of objections to CBC from a resident regarding 06/01748/TELFUL (additional antennas, water tower mast, Main Road).

 

137 Enforcement

a) Bakers Arms pizza advertising sign: A CBC officer had inspected the sign and had asked for it to be removed;

b) DCA event advertising signs: The DCA had again put up a notice more than the permitted 14 days before the event.  The manager had been made aware of the requirements;

c) No further information was yet available regarding Bergen, Southview Road (roof of extension not as plans) and Poplar Farm, Gay Bowers Road (access and gates without planning approval);

 

138 Matters for report (for information only)

a) Attention was drawn to a letter published in The Journal (October 2006 edition) regarding overgrown trees at Rumsey Fields;

b) Cllr Berlyn discussed possible future developments at a large property in the village.

The Parish Council strongly objects to the proposal to include multiple lanterns and brick light illumination to the street side of the wall, which is unwanted, the area is well lit and the lighting proposal  is unjustified in close proximity to the conservation area.  The proposal will add significantly to light pollution.  The lanterns are 550 mm which will add significantly to the overall height of the finished wall.
