Minutes of the Meeting held on 3 July 2006 at 8.00pm in the Parish Office

Public Question Time

No members of the public were present.

 

46 Apologies for absence

Apologies were received from Cllr A Allen, who was unwell, Cllr S Berlyn, who was on Council business elsewhere, and Mr P Watts.

 

47 Declarations of Interest

Members were reminded that they must declare any personal or prejudicial personal interests in any items of business on the meeting’s agenda.  Cllr Thomson declared an interest in the application at 10 Hyde Lane (06/01196/FUL) by virtue of living opposite the development site, and left the meeting while this item was discussed.

 

48 Minutes

RESOLVED: that the minutes of the meeting held on 19th June 2006 be approved and signed as a correct record.  There were no matters arising.

 

49 CBC Planning applications and decisions

The Committee considered the applications listed in Appendix A and agreed its responses.  Cllr Thomson declared an interest in the application at 10 Hyde Lane (06/01196/FUL) and left the meeting while it was discussed.  A letter from the Danbury Society to Town Planning regarding 10 Hyde Lane was noted.

RESOLVED:

a) that the responses to planning applications shown in Appendix A be submitted to Chelmsford Borough Council, and that none of the applications need be referred to the local Ward Members;

b) that the planning decisions shown in Appendix B be noted.

 

50 CBC Planning Committee

The agenda for meeting held on 27th June, which included application 06/00433/FUL: 41, 43 and 45 Mill Lane (Chelmer Housing Partnership), was noted.  No parish councillor had been able to attend.

 

51 Danbury Planning Framework

The Clerk had spoken recently to Derek Stebbing.  His comments on the revised Framework were not yet available.

 

52 Work to trees

RESOLVED: that no comments be made on the applications shown in Appendix C.

 

53 Correspondence

Letters had been received from the Danbury Society and from 8 residents objecting to the planning application to develop land to the rear of Airlie, Riffhams Lane: 06/01146/FUL.  (The Parish Council’s response had been agreed at the Planning Committee meeting19th June);

A response from CBC to a letter from a resident regarding developments in Southwood Chase was circulated for information.

 

54 Enforcement

The red caravan site advertisements were still appearing through the village at weekends.  The officer dealing with the matter at CBC was currently on holiday.

 

55 Matters for report (for information only)

The report of the Examination in Public into the Draft East of England Plan had been published and was available on the internet at: www.goeast.gov.uk/goeast/planning/regional_planning/?a=42496.  The Secretary of State would publish Proposed Changes to the Plan in late 2006 and this would be followed by a period of public consultation.  (Copy of letter from Go-East attached.)

Cllr Keeler reported that significant housing development was taking place in the Howe Green area.

It was reported that work by Essex & Suffolk Water to install new mains to Danbury would include Sporhams Lane and affect the ‘Listed’ verge.  This would be raised with the company and their comments requested.

 

56 Forthcoming meetings

Meetings are scheduled for 17th and 31st July 2006;

No meetings in August;

Following meeting: 4th September 2006.

 

Business having been concluded, the Chairman closed the meeting at 9.57pm.

2 The size and scale of the buildings creates the impression of a cramped site, although different planning and design might have alleviated this apparent problem;
3 The number of vehicles will increase traffic movements considerably in Hyde Lane and Cherry Garden Lane;
4 The effect of these buildings will be to change rural country housing into an urban style development.
