18 Apologies

Apologies were accepted from Cllr M Telling, Mr P Watts and Cllr M Wood.
19 Declarations of Interest
Members were reminded that they
must declare any personal or prejudicial personal interests in any items of business
on the meeting’s agenda. No declarations
were made.

Minutes
The Committee considered the minutes of the meeting held on 22nd May 2006 and noted with regret that, as indicated in a footnote to minute 3, Mr Chandler had decided to stand down as an additional member of the Committee. A letter of thanks would be sent for his valuable contribution to the work of the Committee. RESOLVED: that the minutes of the meeting held on 22nd May 2006 be approved and signed as a correct record.

CBC Planning applications and decisions
Applications were considered and responses agreed. No planning decisions had been received. RESOLVED: that the responses to planning applications shown in Appendix A be submitted to Chelmsford Borough Council, and that none of the these applications need be referred to the local Ward Members;

CBC Planning matters
a) CBC Planning Committee: The agenda for the meeting on Tuesday 6th June was noted (there were no items relating to Danbury). The Committee discussed again the proposal that Councillors who were not members of Planning be asked to assist with attendance at Borough Council Planning Committee when applications referred by the Parish Council were determined. RESOLVED: that Parish Council be asked to consider this proposal. b) CBC Parish Councils’ Forum: Cllrs Allen and Berlyn and the Assistant Clerk had attended the meeting. Officers had reported on progress with the LDF, and adopted documents were available including Developer and Landowner representations. The online application software used at CBC was unsatisfactory and would be upgraded. A report on the Forum by CBC was circulated and a response agreed regarding proposed training sessions. The Chairman hoped to attend a meeting at Galleywood Parish Council on 15th June to see a digital projector in use for viewing plans. c) Publicising of planning applications: Members considered ways in which the Parish Council might assist with publicity for planning applications in the village. The agenda was already posted on the website and plans could be inspected in the Parish Office. Suggestions included sending postcards to neighbouring properties and negotiating with CBC to display yellow planning notices on its behalf. RESOLVED: that the matter be investigated further in consultation with CBC.

Reminder: CPRE East of England: LDF Workshop
Members were reminded to inform the Parish Office before the end of June if they wished to attend this workshop: Local Development Frameworks – Getting the best for your community (Thurs 5 October 2006 at Huntingdon). Cllr Keeler would be attending.

The Chairman had nothing further to report. Comments from CBC (Derek Stebbing) on the final document were awaited. Cllr Berlyn thanked Cllr Allen on behalf of the Council for his work in completing the modifications to the Framework document.
25 Work to trees 06/05061/TPO: An application for the felling of a Silver Birch tree at Dingley Dell, 1 Southview Terrace (TPO 2002/130) was considered. RESOLVED: that the response be sent that the Council believed the tree in question had already been felled.

House Numbering
A house numbering scheme (nos 2A and 2B) for new semi-detached houses at the corner of The Avenue and Maldon Road was noted.
27 Correspondence No items had been received.

Enforcement
a) Fly-posting for caravan park: The signs were still appearing at weekends through the village. Members were also concerned about yellow notices for a housing development in Bicknacre, and also wished to pursue the question of powers being delegated to the Parish Council to deal with fly-posting. RESOLVED: that enforcement action regarding the caravan signs be raised again with CBC Enforcement and that the other matters above be also raised. b) 03/00223/FUL 146 Main Road: The Committee was concerned that work being undertaken at the front of this property appeared to differ in a number of ways from the approved plans. RESOLVED: that the matter be referred to CBC Enforcement.

30 Forthcoming meetings
Meetings are scheduled for 19th June; 3rd, 17th and 31st July 2006.
