Minutes of the Meeting held on 8 May 2006 at 8.00pm in the Parish Office

Public Question Time

No members of the public were present.

 

281 Apologies for absence

Apologies were received and accepted from Mr J Alexander, Cllr S Berlyn, Mr R Chandler, Cllr G Gardiner and Mr P Watts.

 

282 Declarations of Interest

Members were reminded that they must declare any personal or prejudicial personal interests in any items of business on the meeting’s agenda.  No declarations were made.

 

283 Minutes of the last meeting

Minute 273 was amended to show that, at the CBC Planning Committee meeting held on 20th April, a decision on the application at Danbury Park Conference Centre (05/00997/FUL) was deferred pending a site visit. 

RESOLVED: that, with the above amendment, the minutes of the meeting held on 24th April 2006 be approved and signed.

 

284 CBC Planning applications and decisions

Mr Telling had attended the site visit on 4th May in connection with the planning application at the former Danbury Park Conference Centre.  He gave a brief report noting that the general feeling among those participating was that the proposal, though not an ideal solution, represented the best option available for ensuring the preservation of the listed building.  The Chairman thanked Mr Telling for attending on behalf of the Council.

The Committee considered three planning applications and agreed responses, and also took note of planning decision notices received. 

RESOLVED:

a) that the responses to planning applications shown in Appendix A be submitted to Chelmsford Borough Council,

b) that none of the applications need be referred to the local Borough Councillors;

c) that the planning decisions shown in Appendix B be noted.

 

285 CBC Planning matters

a) CBC Planning Committee: No papers had been received for the next meeting, scheduled for Tuesday 16th May;

b) CBC Parish Councils’ Forum: The Assistant Clerk, Mr Allen and Mr Berlyn planned to attend this meeting on the evening of Wednesday 24th May.  The agenda (circulated at the last meeting) included an update on the Local Development Framework, Electronic Consultations, and Planning training sessions for Parish Councils;

c) Shadowing a CBC Planning Officer: The Clerk, Assistant Clerk, Mr Allen, Mr Keeler and Mr Wood wished to take up the offer to spend a day shadowing a Planning Officer.  This would be on separate days, and dates would not be arranged until after the Annual Parish Council meeting on 17th May.

 

286 Danbury Planning Framework

The Chairman reported that minor corrections to the final draft had been made by Maldon Printing and the document would be passed to Derek Stebbing.

 

287 Work to trees

The Committee considered an application for work to trees in the Conservation Area at 46 Main Road, including the felling of an Ash tree. 

RESOLVED: that the comments shown in Appendix C be submitted to CBC and that further information be sought regarding the grounds for felling the Ash tree.

 

288 Correspondence

Two items had been received since publication of the agenda and were circulated:

a) Site notices: A response had been received from CBC to the Council’s letter regarding policy on the posting of site notices.  The Committee agreed that this item be placed on the agenda for the next meeting so that members had time to consider it;

b) CPRE – East of England Region: LDF Workshop: Details had been received of a one-day workshop entitled “Local Development Frameworks – Getting the best for your community”.  The event was scheduled for 5th October 2006 at Huntingdon, Cambridgeshire.  Any members interested in attending were asked to notify the Parish Office before the closing date of 30th June.

 

289 Enforcement

a) New houses at Woodside, Hopping Jacks Lane: Mr Wood was concerned that the hedge planted in response to a planning condition to conceal railings at the new properties was not thriving.  He agreed to monitor the situation.

b) Cars for sale on highways land: The issue of cars parked for sale at Copt Hill and Hoynors was raised.  Members noted that the Clerk was in contact with the appropriate officers at CBC and ECC.

 

290 Matters for report (for information only)

No matters were raised.

 

291 Forthcoming meetings

Meetings are scheduled for 22nd May, 5th June and 19th June 2006.

 

Business having been concluded, the Chairman closed the meeting at 8.57pm.
