Minutes of the Meeting held on 6 March 2006 at 8.00pm in the Parish Office

Public Question Time

No members of the public were present.

 

231 Apologies for absence

Apologies were received and accepted from Mr J Alexander, Mr R Chandler and Cllr G Gardiner.

 

232 Declarations of Interest

Members were reminded that they must declare any personal or prejudicial personal interests in any items of business on the meeting’s agenda.  No declarations were made.

 

233 Minutes

RESOLVED: that the Minutes of the meeting held on 20th February 2006 be approved and signed as a correct record.

 

234 CBC Planning applications and decisions

Applications were considered and responses agreed.  At the appropriate time, members took note of a letter from a resident concerning the application at Cliftonville, Southwood Chase.

RESOLVED:

a) that the responses to planning applications shown in the attached appendix be submitted to Chelmsford Borough Council;

b) that, in view of the Committee’s objections, applications 06/00280/FUL (Cliftonville), 06/00336/FUL & 06/00337/LBC (Poplars) be raised with Cllr Kingsley for determination by the CBC Planning Committee unless Officers were minded to refuse them;

c) that the planning decisions shown in the attached appendix be noted.

 

235 CBC Planning Committee

The agenda for the meeting to be held on Tuesday 7th March 2006 was noted.  The business included the application at 2 Dilston (06/000/FUL) and Mr Allen confirmed that he would attend to represent the Parish Council.  CBC officers were recommending approval of the application.

 

236 Danbury Planning Framework

Mr Allen confirmed that a proof of the revised document had been sent to Derek Stebbing at CBC for his comments.  Mr Berlyn thanked Mr Allen for his on-going commitment to the project.

 

237 Trees

The following new TPO was noted:

TPO 2006/05 32 Runsell Lane: One mature Oak tree close to Nursery Lane and the junction with Runsell Lane

 

238 Correspondence

There were no items not dealt with earlier in the meeting.

 

239 Enforcement

a) Pippins, Little Baddow Road: Mr Wood reported that the two storage containers that had appeared on-site were probably related to underpinning work at the property;

b) Unauthorised advertisements: It was noted that the advertising signs for the caravan park had been removed;

 

240 Matters for report

The Council had been notified on 6th March of a Hearing on 9th March by the CBC Licensing Committee of an application by the owner of the Kebab van, now trading in the lay-by on the A414 near Sandon.  The application was for a late night trading licence.  Cllr Kingsley had also contacted the Parish Office on matter.

Comments requesting a limitation on the permitted hours of operation, especially on week nights, to reduce the nuisance to near neighbours, would be sent to Cllr Kingsley to be passed to the Chairman of the Hearing. The Committee was concerned to note that Parish Councils were apparently not among the statutory consultees for licensing applications.

 

241 Forthcoming meetings

Meetings scheduled for 20th March and 3rd and 24th April 2006.

 

Business having been concluded, the Chairman closed the meeting at 9.43pm.

3 Should the application be approved, we request that a condition be imposed preventing any residential use of the new buildings, and that permitted development rights be withdrawn.
