PARISH COUNCIL Planning Committee Minutes of the Meeting held on 20 February 2006 at 8.00pm in the Parish Office Present: Cllrs A Allen Chairman), S Berlyn, G Gardiner (from 8.35pm), A Keeler, M Telling, J Thomson, M Wood Additional members: Mr J Alexander, Mr P Watts In attendance: Mrs E Blyth, Assistant Clerk Public Question Time Two members of the public were present in relation to the application for a Certificate of Lawfulness at The Sanctuary, Southwood Chase (06/00139/CLEUD). In their view occupation of the property had not been continuous. The building had been used from time to time as a fishing lodge/retreat. 219 Apologies for absence Apologies were received and accepted from Mr R Chandler. 220 Declarations of Interest Members were reminded that they must
declare any personal or prejudicial personal interests in any items
of business on the meeting’s agenda.
No such declarations were made at this point. 221
Minutes The name of Cllr G Gardiner, who had been unwell, was added to the Apologies in the minutes of the last meeting. RESOLVED: that, with the above amendment, the Minutes of the meeting held on 6th February 2006 be approved and signed as a correct record. Under minute 194b (23/01/06): The response of Town Planning concerning the S106 undertaking for application 05/01150/FUL (108 Main Road) was noted. 222
CBC and ECC Planning applications and decisions Planning Applications were considered and responses agreed. Mr Gardiner declared a general interest in the application at The Third House, Elm Green Lane (06/00238/FUL), as the owner was a colleague. At the appropriate time, correspondence from neighbours in connection with application 06/00157/OUT (Little Heyrons, Cherry Garden Lane) was taken into account. The verbal comments of residents were taken into account in considering application 06/00139/CLEUD (The Sanctuary, Southwood Chase). RESOLVED: a) that the responses to planning applications shown in the attached appendix be submitted to Chelmsford Borough Council; b) that, in view of the Committee’s objections and the objections of neighbours, application 06/00157/OUT (Little Heyrons, Cherry Garden Lane) be raised with the local Ward Members for determination by the CBC Planning Committee unless Officers were minded to refuse it; c) that the ECC planning decision shown in the attached appendix be noted. 223
St Cleres Hall Pit: Report from Environment Committee The Environment Committee, at its meeting on 7th December 2005, had asked that, when considering applications for new developments at St Cleres quarry, a reduction in noise levels should be sought since modern equipment should be quieter than older technology. The Committee further requested that, where appropriate, a comment should be made about wheel washing. RESOLVED: a) that the comments of the Environment Committee be noted; b) that ECC Highways be approached regarding action already taken over wheel washing and mud on the main road. 224
CBC Planning Committee a) 05/02261FUL Sculpture at Sandon Park & Ride: Members noted that the application had been approved at the meeting on 7th February. Mr Thomson had attended on behalf of the Parish Council, and reported that one Borough Councillor had voted against the proposal. Sandon Parish Council had raised strong objections. b) 06/00093/FUL 2, Dilston: This application was to be determined at the CBC Planning Committee meeting on Tuesday 7th March. Mr Allen confirmed that he was able to attend to represent the Parish Council. No papers had yet been received; c) Representation at CBC Committee: Mr Berlyn and Mr Wood, as ex officio members and in view of their other responsibilities as Chairman and Vice-Chairman of Council, preferred not to be included in the rota. 225
Danbury Planning Framework Mr Allen updated the Committee on progress. 226 Work to trees RESOLVED: that the decisions on work to trees shown in the attached appendix be noted, including two applications from the Parish Council relating to Oak trees on Dawson’s Field. 227
Correspondence All items received had been dealt with elsewhere on the agenda. 228
Enforcement a) Conifers at junction of The Heights and Well Lane: CBC Planning Enforcement had been in touch with the Landlord of the Industrial area, who had agreed to arrange for the offending tree to be cut back. It was pointed out that conifers round the corner in The Heights also needed to be cut back since it was difficult to pass them without walking in the road. CBC Highways would be informed of the additional work required; b) Advertising notices for Caravan Park: CBC had confirmed that the Parish Council was not legally entitled to remove the notices. A number were in place through the village and beyond towards Maldon. The matter would be pursued with CBC Enforcement; c)
The Sanctuary, Southwood Chase: Town Planning would be asked
about any enforcement action taken since the refusal of the previous
application for a Certificate of Lawfulness. 229 Matters for report Mr Thomson reported that the EWT Warden had confirmed that the tree felling near the Common was part of plans with the NT to create a continuous heathland reserve by opening up the road on both sides. The tree stumps would be removed in August after the conclusion of the nesting season. Mr Wood drew attention to two large storage containers recently installed at Pippins, Little Baddow Road; The DCA temporary sign near the main road advertising for new members should be removed or relocated. The matter would be raised with the Centre Manager. 230 Forthcoming meetings Meetings are scheduled for 6th March, 20th March, and 3rd April 2006. NB: Meeting of 6th March to be preceded by an Extraordinary meeting of the Parish Council regarding the BAA Stansted Extension consultation. Business
having been concluded, the Chairman closed the meeting at 10.15pm. |
