Public Question Time Five members of the public, residents of Dilston and Green Meadows, were present in connection with planning application 06/00093/FUL (2 Dilston – side and rear extensions). They described their objections to the application and asked for the support of the Parish Council in ensuring that the application was determined by the Borough Council’s Planning Committee rather than by officers under delegated powers. Their objections to the plans related to the large size of the extensions, their inappropriateness to the local street scene, and the overlooking of neighbouring properties. 205
Apologies for absence Apologies were received and accepted from Cllrs S Berlyn, M Telling and M Wood, Mr J Alexander and Mr R Chandler. 206 Declarations of Interest Members were reminded that they
must declare any personal or prejudicial personal interests in any items of
business on the meeting’s agenda. Mr
Allen declared a general interest in the application at 2 Dilston as his
family was slightly acquainted with the applicants. 207
Minutes The Minutes of the meeting held on 23rd January 2006 were approved and signed as a correct record. There were no matters arising. 208
Airey house development scheme – Mill Lane The Chairman welcomed Mr Doug Malins of the Flagship Housing Group and Mr Colin Hockey of Chelmer Housing Partnership. Mr Malins explained that the Airey houses, built in the period 1948-52, were of a type included in the Housing Defect Act. In view of the cost of the extensive renovation required, the proposal was to replace the houses in Mill Lane with a new development. All neighbours and other interested parties were being consulted regarding the proposals. A draft plan of the proposed new properties was circulated, and Mr Malins and Mr Hockey answered questions from members. With improved use of the land, the 3 existing houses would be replaced by 5 new ones. Tenure would be a mixture of renting and shared ownership. The Committee noted that a planning application would be submitted to CBC in the next two weeks. Mr Malins and Mr Hockey were thanked for attending and then left the meeting. |

CBC and ECC Planning applications and decisions a) Applications were considered and responses agreed as shown in the attached appendix. At the appropriate time, verbal and written representations in connection with application 06/00093/FUL (2 Dilston) were taken into account; b) CBC Planning Committee: Members agreed that the application at 2 Dilston (06/00093/FUL) be referred to the local Ward Members for determination by CBC’s Planning Committee, unless officers were minded to refuse it; c) Planning decisions were noted as listed in the attached appendix. 210
CBC Planning Committee The agenda for the meeting on Tuesday 7th February was received. Mr Thomson confirmed that he would attend the meeting to speak on behalf of the Parish Council with regard to application 05/02261/FUL, Sculpture at Sandon Park & Ride site. 211
Representation at CBC Planning Committee The Committee considered ways of ensuring that the Parish Council was represented at CBC Planning Committee meetings when items referred by the Parish Council were determined. After discussion it was agreed that members’ names be allocated to Committee dates in turn (alphabetically), with the expectation that the person named would make normally himself available to attend if required. Members agreed that where applications were referred to the CBC Committee, any letters received from residents would be copied to Cllrs Kingsley and Shepherd. (Cllr Wright, as Chairman of the Planning Committee, should receive papers from the Borough Council.) 212
There was nothing further to report. 213 Work to trees a) An application for work to a Protected Maple tree at 9 Southview Road was considered and the Committee agreed to make no comments (see attached appendix); b) No decisions had been received. 214
House names and numbering a) House numbering: The reply from CBC to the Committee’s request that all new houses be allocated numbers was noted; b) Change of house name: The Committee noted that Woodland Cottage, Hyde Lane, was to be renamed ‘Woodlands’. 215
Correspondence a) CPREssex had sent a letter of thanks for the copy of the Parish Council’s comments as submitted to the East of England Plan Public Examination; b) Woodside, Hopping Jacks Lane (03/01872/OUT and 04/00802/REM): Mrs Spicer, of Nursery Lane, had written expressing her disappointment at the development of two houses on this site and the effect on her living environment. The Committee agreed to reply, expressing sympathy and pointing out that the Parish Council, which had no formal Planning powers, had objected to the applications. In accordance with Mrs Spicer’s wish that the letter be passed to the appropriate authorities, it was agreed that it be copied to Cllr Ian Wright. Members noted that the enforcement issue regarding the railings at the front of the new properties had been raised with CBC and the outcome reported under minute 96a (5th September 2005). c) 31 Hyde Lane (05/02410/FUL): Mr R Haynes had copied to the Parish Council a letter to CBC in which he objected to this application and questioned why the originally approved landscaping for the estate was progressively being allowed to be removed. The Parish Council had also objected to the application. Members agreed that Mr Haynes be asked whether he wished to state his objections at the CBC Planning Committee, and, if so, that the application be referred to Cllr Kingsley. (Note: Mr Haynes was approached following the meeting and did wish to speak to the Borough Committee, but withdrew this request on learning Planning Officers were recommending refusal of the application.) 216
Enforcement Concern was expressed at the removal of trees on part of The Common. Mr Thomson undertook to investigate, though the work was thought to relate to preserving the heathland nature of the area. 217 Matters for report BAA consultation on proposed new runway at Stansted Airport: The Parish Council had invited a representative of BAA to speak at an Extraordinary Parish Council meeting, but BAA had declined to attend. The Extraordinary Parish Council meeting would take place at 7.30pm on Monday 6th March, before the Planning Committee meeting, to determine whether to submit any comments on the BAA consultation. 218 Forthcoming meetings Meetings are scheduled for 20th February and 6th and 20th March, 2006. Business having been concluded, the Chairman closed the meeting at 10.20pm. |
