RESOURCES COMMITTEE

 

Members

  • The Chairman and Vice Chairman of the Council are ex-officio members of all committees and have voting rights as per Standing orders; 
  • The Committee shall entirely consist of Councillors (as per Local Government Act 1972 Section 102 (3));
  • Chairmen of Environment and Facilities form part of the Committee;
  • Members of the Committee are established at the Annual Parish Council Meeting. (As per Standing Orders);
  • Co-opted Councillors may join during year if authorised by Parish Council;
  • Three Members or one-third of the Committee shall constitute a quorum for meetings whichever is the greater (As per Standing Orders);
  • The Chairman and Vice Chairman of the Committee shall be appointed at the first meeting of the Committee during the Municipal Year (as per Standing Orders). 


How Often Meetings Held

Meetings are held once a month with the exclusion of August.

 

Decision/Delegated Powers

1.      To regulate, manage and control the finance and resources of the Parish Council, including the recommendation to Parish Council of the annual budgets and precept within the Council’s Financial Regulations;

2.      To review the expenditure on capital schemes and all budgets;

3.      To provide guidance to Committees and Council on overall levels of income and expenditure;

4.      To determine the level of staffing resources to the Council together with matter relating to terms and conditions of employment, and basic level of salaries;

5.      To ensure the Council complies with all legislative requirements relating to the employment of staff;

6.      To ensure that an adequate and effective system of internal control is in place to secure the integrity of finances and any other information;

7.      To ensure the preservation of probity and good financial and other practices within the Council;

8.      To consider and take appropriate action on all reports arising from both internal and external auditors;

9.      To take steps to identify and update key risks facing the Council, and to decide upon appropriate measures to avoid, reduce or control those risks or their consequences;

10. To provide regular monitoring reports to the relevant Committees on levels of income and expenditure in accordance with authorised budgets.  The Committee has ultimate responsibility to ensure financial balance and probity of the Parish Council;

11. To consider and where appropriate, authorise any requests for supplementary expenditure from spending committees;

12. The Committee is authorised to establish sub-committees and working groups, and to appoint advisers as and when necessary to assist in its work

ENVIRONMENT COMMITTEE

 

Members

  • Co-opted Councillors may join during year if authorised by Parish Council;
  • Members from outside bodies may be invited to join the Committee. These persons do not have a right to vote or to move or second a motion (as per Standing Orders);
  • The Chairman of the Environment Commitee is ex-officio on the Resources Committee;
  • Three members or one-third of the Committee shall constitute a quorum for meetings whichever is the greater (as per Standing Orders);
  • The Chairman and Vice Chairman of the Committee shall be appointed at the first meeting of the Committee during the Municipal Year (as per Standing Orders);

 

How Often Meetings Held

Meetings are held once every six weeks with the exclusion of August.

 

Decision/Delegated Powers

    1. The Committee has delegated powers to deal with all matters of an environmental nature that may affect the Parish of Danbury;
    2. The Committee will endeavour to ensure that the Parish Council and its Committees make decisions, take actions and carry out project s with full regard to the protection of the environment, and further, will make suggestions so that the functioning of the Council will improve its environmental standing;
    3. The Committee is to deal with day to day matters; it may make recommendations to Parish Council;
    4. To formulate a budget for revenue expenditure/capital for the next financial year, ready to recommend to Resources November meeting;
    5. The Committee will be able to spend up to the Budget, other requests will be forwarded to Resources Committee;
    6. The Committee is authorised to establish sub-committees and working groups, and to appoint advisers as and when necessary to assist in its work.



PLANNING COMMITTEE

 

Members

  • The Chairman and Vice Chairman of the Council are ex-officio of all committees and have voting rights as per Standing orders; 
  • Members of the Committee are established at the Annual Parish Meeting (as per Standing Orders);
  • Co-opted Councillors may join during year if authorised by Parish Council;
  • Members from outside bodies may be invited to join the Committee. These persons do not have a right to vote or to move or second a motion (as per Standing Orders);
  • Three members or one-third of the Committee shall constitute a quorum for meetings whichever is the greater (as per Standing Orders);
  • The Chairman and Vice Chairman of the Committee shall be appointed at the first meeting of the Committee during the Municipal Year (as per Standing Orders).

 

How Often Meetings Held

Meetings are held twice a month with the exclusion of August.

 

Decision/Delegated Powers

1.      To consider and respond to all applications for planning permission and planning appeals referred to Parish Council by Local Planning Authorities;

2.      To consider all matters relating to Listed Building Consents, Buildings of Special Architectural Interest, Historic Buildings and the Conservation Area;

3.      To identify, comment upon, and refer to the relevant authorities any matters considered to be in breach of planning permission;

4.      To consider and comment on all planning matters relating to the Parish of Danbury and advise the Parish Council as necessary;

5.      To comment upon and monitor Tree Preservation Orders and to seek approval for further TPOs if deemed necessary;

6.      To respond to all relevant consultation documents relating to planning and associated matters;

7.      To review the Parish Plan, Planning Framework periodically and at least every five years;

8.      The Committee is authorised to establish sub-committees and working groups, and to appoint advisers as and when necessary to assist in its work.

FACILITIES COMMITTEE

 

Members

  • Co-opted Councillors may join during year if authorised by Parish Council;

  • The Chairman of the Facilities Committee is ex-officio on the Resources Committee;
  • Three Members or one-third of the Committee shall constitute a quorum for meetings whichever is the greater (as per Standing Orders)
  • The Chairman and Vice Chairman of the Committee shall be appointed at the first meeting of the Committee during the Municipal Year (as per Standing Orders).

Decision/Delegated Powers

    1. To implement relevant policies of the Council relating to its facilities and where appropriate recommend amendments and new policies to the Council;
    2. To exercise the delegated powers and duties of the Council with respect to the provision, care and development of:-
    3. a)     all buildings, open spaces, village greens, allotment and horticultural areas whether owned, leased or managed by the Council;
    4. b)     sporting, cultural and recreational facilities provided by the Council and to review the local provision of such facilities;
    5. To submit to Council proposals for new and improved services;
    6. To formulate a budget for revenue/capital expenditure for the next financial year and to recommend it to the November meeting of the Resources Committee;
    7. To control the expenditure and income of the approved budgets (Revenue and Capital) for the Committee and to report to Resources Committee any possible variations;
    8. To propose, cost, obtain estimates for capital works subject to the permission of council;
    9. To set rents and fees for persons or groups using the facilities provided by the Parish Council;
    10. The Committee is authorised to establish sub-committees and working groups, and to appoint advisers as and when necessary to assist in its work.
